DR. ESCARRA ON PDVSA - ARTICLES 302 AND 303 OF THE CONSTITUTION

DR. HERMANN ESCARRÁ STATEMENT ABOUT ARTICLES
302 AND 303 OF THE CONSTITUTION.
As a result of the interventions in
the assemblies of workers of PDVSA, we have been affirming the need to update
articles 302 and 303 of the Constitution of the Bolivarian Republic of
Venezuela. And in this sense, when referring to Article 302 of the Constitution,
the only thing we have said is that this rule does not contemplate
gas or other hydrocarbons, so it is necessary for the rule to express the reservation
of the state through the organic law, and for reasons of national convenience,
of the activity of hydrocarbons and other industries, operators, services and
goods of public interest and of strategic character.
With regard to article 303 of the
Constitution, our invariable affirmation has been to maintain the thesis of
that superior rule in the sense that, for reasons of economic, political and
national sovereignty, the state would retain all the shares of PDVSA or the
entity created for the management of the oil industry, we have by no means
spoken of "nationalizing" strategic associations or joint ventures or
those that may be constituted for the development of PDVSA; on the contrary, we
have maintained from the constituent of the 99 the scheme of a mixed economy of
coexistence of the state with capital and private initiative.
In addition, I was the author of the rule
contained in article 299 of the Constitution that harmonizes the state jointly
with the private initiative, promoting an integral development of the national
economy, to ensure economic sovereignty by guaranteeing legal security and growth
equity of the economy by achieving a fair distribution of wealth.
Therefore, in no way, in any of my speeches
have I spoken of nationalization of mixed companies or other strategic entities
or companies, so I suppose, that this is one more think tank seeking to distort
the message to the country on what the constituent objectives are.
I also affirm that my position is
framed not only in the harmonization of the state with private enterprise, but
also that "it must be strengthened" not only in oil but also in other
matters.

ResponderEliminarEste Abogado de Pacotilla cree que se la sabe todas, pero es un vulgar saqueador, el y su difunto hermano dicen que eran Revolucionarios y lo que son y serán ante la historia, unos mentirosos y aprovechadores de oficio, tiene un sobrino enchufado en los Estados Unidos en la empresa CITGO, porque no le dan oportunidades a tantos Venezolanos hijos de personas honestas que no consiguen un empleo decente y que están preparados profesionalmente en áreas Petroleras que muy difícilmente el granuja del sobrino tenga los conocimientos necesarios para estar en esa empresa la cual esta minada de contratistas que son testaferros de muchos de los saqueadores del país y de muchos ladrones y grupos de delincuentes que se han convertido en millonarios de la noche a la mañana, ya la gran mayoría de ellos están identificados son unas miserables y pronto pagaran con cárcel ojala que no salgan de ella en

ResponderEliminartanta condecoraciones y estudios para nada porque no eres digno de ser llamado venezolano, porque te vendes al mejor postor! La dignidad no se negocia, pudiste haber sido alguien importante en Venezuela pero la codicia pudo mas que el conocimiento!
